My User "action" key not working

So I installed my DLE10 version successfully on my VPS. The only problem so far is that I cannot edit my ID or anyone else The User Action button appears but the function is not working. Everything else on the site this far seems to work,
How can I repair that here:

You are not allow to download file from our server
It was working before because you use original file, but if you touch or edit it then the problem will happen...as of right now your site still using 2 applications.js, one is added by you or someone on your team, other one is by DLE compressed js

so after uploaded, login to your admin cp site.com/xxxx.php?mod=main, and view source code, if you see this

<script type="text/javascript" src="engine/skins/javascripts/application.js"></script>
<script type="text/javascript" src="engine/classes/min/index.php?charset=utf-8&amp;g=admin&amp;15"></script>

it means you have modified the script file, because the correct should be (with compressed js
  <link href="engine/skins/stylesheets/application.css?v=2" media="screen" rel="stylesheet" type="text/css" />
<script type="text/javascript" src="engine/classes/min/index.php?charset=utf-8&amp;g=admin&amp;15"></script>

with compressed js will be
  <link href="engine/skins/stylesheets/application.css?v=2" media="screen" rel="stylesheet" type="text/css" />
<script type="text/javascript" src="engine/skins/javascripts/application.js"></script>

but what you have right now is double js, so it;s liek you are driving car which is sitting on top of tow truck...it will not go anywhere

so it doesn't matter to reinstall the new script but the script files still using the same file then it will make no difference because your problem is not with script or database it's with file to edited it. so you either use the file i provided or download fresh copy of script (with any modifications) and upload that file, it will work 100%

    Moving site and script, you must set chmod to all files and folders properly otherwise you won't be able to do some actions since they can't be edited
        Folder: "templates" and all "sub-folders" to 777 (CHMOD 777)
        All Files in the "templates sub-folders" to 666 (CHMOD 666)
        Folder: "backup" to 777
        Folder: "uploads" to 777
        Folder: "uploads/files" to 777
        Folder: "uploads/fotos" to 777
        Folder: "uploads/posts" to 777
        Folder: "uploads/posts/thumbs" to 777
        Folder: "uploads/thumbs" to 777
        Folder: "engine/data" to 777 (all files within this folder set to "666" - except htaccess)
        Folder: "engine/cache" to 777 (all files within this folder set to "666" - except htaccess)
        Folder: "engine/cache/system" to 777 (all files within this folder set to "666" - except htaccess)

    If error coming from js or jquery then upload the fresh copy of files
    If error coming from database then repair database and clear smartCache

    it seems like your admin cp has double jquery and that cause jquery error
      <script type="text/javascript" src="engine/skins/javascripts/application.js"></script>
      <script type="text/javascript" src="engine/skins/javascripts/application.js"></script>
    Your site using DLE 10.4, open engine/skins/default.skin.php and find those line, remove one of them...you are not supposed to touch this file, leave it alone...

    So I carefully followed all your instructions, and I even reinstalled everything, and still It is not working. It is just in that section ..Could it possibly be the template? If so why did it work before?
